尊敬的英国工党领袖科尔宾先生，

尊敬的英国华人工党主席梁辛尼先生，

女士们、先生们：

Ladies and Gentlemen:

很高兴出席英国华人工党举办的春节晚宴。

It is a real delight to join you at the Gala Chinese New Year Banquet held by Chinese for Labour.

今年是我在伦敦度过的第8个春节，今天也是我来英整整8周年的日子。8年来，我亲眼目睹英国春节庆祝活动越办越红火。8年前，约40万伦敦民众参加了特拉法加广场春节庆典。10天前，特拉法加广场春节庆典吸引超过70多万人参加，成为亚洲地区之外最大规模春节庆祝活动。我注意到，科尔宾先生通过社交媒体发表了春节拜年视频，受到英国及全球华人的好评。我认为，春节庆祝活动“火遍”英伦，主要有三个原因：微博@高斋翻硕 公众号:高斋翻译学堂

On this day eight years ago, I arrived in Britain. I have since spent eight Chinese New Years here in London, and I have seen the celebrations becoming more and more popular in Britain.

Eight years ago, 400 thousand people gathered in Trafalgar Square for the Chinese New Year Gala. Ten days ago, this annual event brought together over 700 thousand people, turning Trafalgar Square into the largest Chinese New Year party outside Asia.

I watched Mr. Corbyn's video greetings on social media. Your Chinese New Year wishes were warmly received here in Britain and all over the world.

In my view, there are three reasons why the Chinese New Year has become so popular in Britain.

首先，这是中英关系“黄金时代”扎实推进的结果。英国“春节热”离不开中英关系健康发展的大背景。近年来，中英关系“黄金时代”快速发展，双方高层交往频繁，务实合作成绩斐然，人文交流亮点纷呈。今年新年伊始，梅首相成功访华，两国领导人再次确认推进中英关系“黄金时代”的大方向。新的一年，双方将共同努力，相向而行，进一步提升中英关系的战略性、务实性、全球性和包容性，更好造福两国人民。

First, it is the solid progress of the China-UK "Golden Era".

The British enthusiasm for the Chinese New Year reflects the sound development of China-UK relations.

In recent years, the China-UK "Golden Era" continued to make progress on a fast track. We have frequent high-level exchanges, fruitful business cooperation and vibrant cultural and people-to-people exchanges.

Early this month, the leaders of our two countries reconfirmed their commitment to building China-UK "Golden Era" during Prime Minister May's visit to China.

Going forward, our two countries will continue to join hands to make our bilateral relationship more strategic, practical, global and inclusive, so as to deliver more benefits to the people of our two countries.

第二，这是中英人文交流日益深入的结果。目前，两国每年人员互访超过150万人次，航班增至每周150班。17万中国留学生在英就读，在英的29所孔子学院和148家孔子课堂注册学员超过16万，约600家英国中小学开设了中文课程，数量均居欧洲之首。目前，双方友好省市增至64对。随着中英人文交流日益深入，两国民众更加了解彼此文化传统，更能领略其中蕴含的开放、包容、共享的人文精神，这将为两国关系发展打造更为坚实的民意基础。微博@高斋翻硕 公众号:高斋翻译学堂

The second reason lies in the enhanced cultural and people-to-people exchanges between China and the UK.

Let me give you a few numbers.

•      Every year, mutual visits between China and Britain exceed 1.5 million, and flights between the two countries have increased to 150 per week.

•      170 thousand Chinese students are studying here in this country.

•      Across the UK, there are 29 Confucius Institutes and 148 Confucius Classrooms, with a total of over 160 thousand registered students. About 600 primary and secondary schools are offering Chinese language courses. All these numbers are the largest in Europe.

•      And there are now 64 pairs of sister cities between the two countries.

With deeper cultural and people-to-people exchanges, the people of our two countries have gained a better understanding of each other's cultural traditions. They are in the position to appreciate the spirit of openness, inclusiveness and sharing that runs deeply in our traditions. This has helped gather stronger public support for our bilateral relations.

第三，这是华人为英国社会做出越来越多贡献的结果。正如科尔宾先生所说，从1686年沈福宗成为第一位抵达英伦的中国人起，华人对英国经济社会发展做出了巨大贡献。我在使馆举办的新春招待会上，也讲了华人医生朱良玮的故事。他去年5月曼彻斯特发生恐袭后，连夜从伦敦赶赴曼城参与所在医院抢救行动，成功救治多名伤者。在两国关系全方位发展的背景下，越来越多的华人为英国社会做出了卓越贡献，他们也越来越受到英国民众的尊重，中国文化也越来越受到英国民众的喜爱。微博@高斋翻硕 公众号:高斋翻译学堂

The third reason is the continued contribution of the local Chinese community to the British society.

Mr. Corbyn said in his video message, "Since 1686 when a young Jesuit convert called Shen Fu Tsong was the first Chinese person to enter Britain, Chinese people have contributed hugely to British life."

A few weeks ago, at the Chinese New Year Reception held in the Chinese Embassy, I told the story of a British Chinese doctor Zhu Liangwei. After the Manchester terrorist attack last May, Dr. Zhu jumped on an overnight train from London to Manchester and rushed to the hospital where he worked tirelessly to help many injured.

At the time of all-round growth of China-UK relations, more and more ethnic Chinese like Dr. Zhu are making outstanding contribution to the British society. A natural result of this is that more and more people have come to respect the Chinese people and love the Chinese culture.

当然，这些成果的取得，是中英各界人士共同努力的结果，其中也包含着英国工党及华人工党做出的贡献。在工党执政期间，中英关系可圈可点。英国成为第一个承认中华人民共和国的西方大国；香港实现顺利回归，推动中英关系进入快速发展的轨道；两国建立了全面战略伙伴关系，并启动了两国总理年度会晤、经济财金和战略对话等高层交往机制。18年前华人工党成立以来，努力提高英国华人公民意识，积极鼓励华人参政议政，“华人参政计划”不断激发华人参政热情。我们期待英国工党和华人工党继续为增进中英民众相互了解、推动两国关系健康发展贡献正能量。

Of course, I should not forget to mention the joint efforts of people across all sectors from both countries, including the Labour Party and the Chinese for Labour.

There were quite a few highlights in China-UK relations under the Labour government.

•      Britain became the first major western country to recognize the People's Republic of China.

•      Hong Kong's return to China was another highlight, and it was followed by accelerated progress in China-UK relations.

•      The China-UK comprehensive strategic partnership was established while Labour was in government.

•      And the UK under Labour joined China in launching several high-level exchange mechanisms, including the annual Prime Ministers' meeting, the Economic and Financial Dialogue and the Strategic Dialogue.

Eighteen years ago, Chinese for Labour was founded. Since then, you have made great efforts to raise the sense of citizenship among the Chinese community. You have launched campaigns like the British Chinese Project to encourage them to get actively involved in politics.

I look forward to continued contribution from the Labour Party and Chinese for Labour. I am sure your efforts will help improve understanding between the people of our two countries and promote the sound development of our bilateral relations.

女士们，先生们，

Ladies and gentlemen,

习近平总书记在去年中国共产党与世界政党高层对话会上表示，“人类面临的全球性问题数量之多、规模之大、程度之深前所未有。世界各国人民前途命运越来越紧密地联系在一起。”在这样的形势下，各国政党更应该加强交流，分享治党治国经验，开展文明对话，增进彼此信任，共同推动构建人类命运共同体。

At the CPC in Dialogue with World Political Parties High-Level Meeting last year, President Xi said, "Mankind now faces global issues that are unprecedented not only in number and scale but also in complexity; the future and destinies of people of all countries are increasingly intertwined."

Under such circumstances, it is all the more important that political parties across the world enhance communications, share experience on the governance of party and country, and build mutual trust through dialogues. Together we can build a community with a shared future for mankind.

In the new year, we look forward to strengthening the communications between political parties of our two countries. The China-UK Leadership Forum is a platform for such communications. We hope the Labour Party will continue to take an active part in this Forum.

We hope to join hands with the Labour Party to advance China-UK relations, to deliver more benefits to the people of our two countries, and to contribute to world peace and development.
