今天是圣诞节,先祝福各位圣诞快乐!

国际组织官员的致辞也是CATTI考试的热点,比如2019年6月的CATTI二笔英译汉就考到了联合国教科文组织干事的讲话。

今天公主号“高斋CATTI”雒老师Joy和小伙伴Vicky给大家分享教科文组织总干事奥德蕾·阿祖莱(Ms. Audrey Azoulay)在国际教育日(每年1月24日)的致辞。

第一段

Without inclusive and equitable quality education and lifelong opportunities for all, countries will not succeed in breaking the cycle of poverty that is leaving millions of children, youth and adults behind. We will not succeed inmitigating climate change, adapting to the technological revolution, let alone achieve gender equality, without ambitious political commitment to universal education.

官方译文

没有包容和公平的优质教育以及全民终身学习机会,各国将无法破除让数百万儿童、青年和成人掉队的贫困怪圈。没有对普及教育的庄严政治承诺,我们将无法减缓气候变化,无法适应技术革命,更遑论实现性别平等。

1. 第一句中,countries will not succeed in breaking the cycle of poverty是主干; 

其中that is leaving millions of children, youth and adults behind是the cycle of poverty的定语从句;

2. 第二句中,这里面mitigating climate change和adapting to the technological revolution并列,都是succeed in doing结构的doing部分;

3. lifelong opportunities for all“全民终身学习机会”,类似的短语“全民教育” education for all。

4. succeed in doing表示“成功做某事”,例如金融时报例句:

Greece can succeed in making its debt sustainable in the long term if it succeeds in both increasing growth and reducing its debt ratio.

希腊如能提高经济增长率并降低债务比率,那么从长期来看,它就能够使债务状况变得可持续。

5. Let alone这一词组常用来表达汉语中“更不用说”、“更谈不上”、“何况”等意义;广泛应用于否定句中,用于前面陈述一种不可能的事实后,后面陈述更加不可能的句型。

Let alone在句中作并列连词用,它后面既可接名词或动名词,又可接形容词、介词短语、动词不定式以及过去分词等等。

如果接了动词,let alone后面的句子和前面句子的单复数是一致的,例如经济学人例句:

Although almost nobody picks them up, let alone reads them cover to cover, the election manifestos published by British political parties matter.

尽管几乎没人会捡起英国政党出版的选举宣言,更不用说一页一页地读,然而它们却是很重要。

所以,我们可以看到今天这句是achieve gender equality,是achieve和前面的succeed并列,所以都是动词原型。

第二段

This day is the occasion to reaffirm fundamental principles. Firstly, education is a human right, a public good and a public responsibility. Secondly, education is the most powerful force in our hands to ensure significant improvements in health, to stimulate economic growth, to unlock the potential and innovation we need to build more resilient and sustainable societies. Lastly, we urgently need to call for collective action for education at global level.

官方译文

我们利用今天这一契机,重申以下各项基本原则:第一,教育是人权,是公益,也是公共责任;第二,教育是我们手中最有力的手段,它能够确保显著改善卫生,刺激经济增长,激发建设更具复原力和可持续社会所需的潜力和创新;最后,我们迫切需要呼吁在全球层面采取促进教育的集体行动。

1. a human right, a public good and a public responsibility这里的a都可以省译,讲过很多遍了,英译汉的时候冠词a可以省译。

注意 human right、public good 、public responsibility都是可数名词;单独说“人权”也可以说human rights;单独说“公共责任”也可以说public responsibilities。

这些都是高频CATTI词汇,大家要记住怎么翻译的哈。

2. to ensure significant improvements in health,to stimulate economic growth和to unlock the potential and innovation we need to build more resilient and sustainable societies并列做目的状语;

we need to build more resilient and sustainable societies是 potential and innovation的定语从句,省略了that。还原就是we need the potential and innovation to build more resilient and sustainable societies.

3. unlock the potential“释放潜能”,也可以换为unleash/release the potential.

第三段

Headline figures point to the challenges: 262 million children and youth do not attend school; 617 million children and adolescents cannot read and do basic math; less than 40% of girls in sub-Saharan Africa complete lower secondary school while some 4 million children and youth refugees are out of school, their lives disrupted by conflict and loss.

醒目的数字为我们指明了挑战:2.62亿儿童和青年失学,6.17亿儿童和青少年无法阅读或进行基础数学运算;在撒哈拉以南非洲,完成初中学业的女童不到40%,而失学的儿童和青年难民大约有400万——冲突和损失已严重扰乱了他们的生活。

Because the world is not on track to achieve Sustainable Development Goal 4, we need a surge in global cooperation and collective action. Our challenge is to make education work for everyone, by promoting inclusion and equity at every level, to leave no one behind.

世界尚未踏上实现可持续发展目标4的正轨,因此我们需要大力加强国际合作和集体行动。通过在各级教育中促进包容和公平,使教育惠及每一个人,不让任何一个人掉队,这是我们面临的挑战。
