Ambassador Dr. Xiao Jianguo’s Remarks at the Handover Ceremony of Medical Supplies donated by Jack Ma Foundation & Alibaba Foundation to Timor-Leste

Ladies and gentlemen, friends:


Good afternoon.


Four weeks ago, we had a handover ceremony here for the medical supplies donated by the Chinese government. Today we are here again to attend the handover ceremony for the medical supplies donated by Chinese enterpreneurs’ organizations, they’re Jack Ma Foundation & Alibaba Foundation. Within one month, China has dispatched two chartered flights to Timor-Leste to help Timorese people fight against COVID-19. Thank you all for coming.


With the coordinating efforts of the Chinese Embassy, Jack Ma Foundation & Alibaba Foundation, overcoming the shortage of supplies and the lack of transportation, have managed to send a large amount of medical supplies to Timor-Leste by a chartered flight today. The stock includes 130,000 face masks, 20,000 medical gloves, 5000 personal protective equipment (PPE), 5010 face shields, more than 5000 testing kits, 39 handy thermometers and 10 ventilators. We thank Jack Ma Foundation & Alibaba Foundation for their kindness and generosity. I believe the supplies, especially the PPEs and testing kits, can effectively alleviate the shortage of anti-epidemic supplies and support the epidemic control and treatment in Timor-Lest.


China closely follows and cares the epidemic control in Timor-Leste, and appreciates the positive efforts and effective results made by the Timorese government in the fight against the epidemic. Thanks to the concerted efforts of the Timorese government and people, the epidemic in Timor-Leste has been brought under control, with no new cases reported for several weeks and with no active cases as of now. However, the WHO holds that the epidemic will not disappear in the short term. In the context of a normal prevention and control of COVID-19 in the world, the Timorese government and people must remain vigilant.


As a good friend of Timor-Leste, China always supports Timor-Leste’s fight against COVID-19 through various means, and by different organizations. Today’s donation is a vivid illustration of the profound friendship between our two peoples and of China’s honesty to help Timor-Leste. I’d like to take this opportunity to announce that the third batch of medical supplies donated by the Chinese government will arrive in Timor-Leste shortly in June by sea. I’d also like to assure you that the Chinese Embassy would strengthen its effort to help Alibaba Group and Timor-Leste to have closer ties since H.E. Dr. Isabel Costa Ferreira visited its headquarters at the end of 2018.


Ladies and Gentlemen,


The virus does not respect borders, nor is race or nationality relevant in the face of the disease. As Chinese President Xi Jinping said at the 73rd WHA’s online meeting on May 18, the international community should make concerted efforts and work together to fight against COVID-19. President Xi Jinping also announced China’s major measures to further support global cooperation in the fight against COVID-19, including:


China will provide 2 billion US Dollars over two years to help with COVID-19 response and with economic and social development in affected countries, especially developing countries. China will work with the UN to set up a global humanitarian response depot and hub in China, ensure the operation of anti-epidemic supply chains and foster “green corridors” for fast-track transportation and customs clearance. COVID-19 vaccine, when available in China, will be made a global public good. This will be China’s contribution to ensuring vaccine accessibility and affordability in developing countries.


These measures are concrete, and will address the current and future priorities and difficulties in the global fight against COVID-19, which demonstrates China’s commitment to building a community with a shared future for mankind. China is not only responsible for the safety and health of its people, but also a major country committed to global public health. As a country with a weaker public health system, Timor-Leste needs badly the international cooperation and help. President Xi’s announcement is a good and encouraging news to Timor-Leste, providing both of us a broader prospect of potential cooperation in the future.


We firmly believe that, as long as China, Timor-Leste and the international community work together in the spirit of building a community with a shared future for mankind, we will surely defeat the virus at an early date, win the global battle against the epidemic and build a global community of health for all. The Chinese Embassy will always work hand in hand with the Timorese government and people, to deepen exchanges and cooperation in various fields, especially in health, epidemic prevention and socio-economic recovery, for the safety and health of Timorese People, for more benefits of two countries and two peoples.
