Refuse to Vacate Other People's Seats 霸座
From December, high-speed train passengers in Guangdong province who refuse to move after taking other people's seats will face fines ranging from 500 to 2,000 yuan, according to a new regulation.
根据一项新规，自12月起，广东省有"霸座"行为的高铁旅客将面临500至2000元的罚款。
近日，广东省人大常委会会议审议通过《广东省铁路安全管理条例》。该条例规定，高铁乘客均需对号入座(take their seats according to their seat numbers)，对于"霸座(refuse to vacate other people's seats)"行为，铁路工作人员和乘警有权进行罚款处罚。
条例还规定，铁路运输企业应当按照规定建立健全铁路旅客信用信息管理制度(credit information management system)，对扰乱铁路运输秩序且危及铁路安全、造成严重社会不良影响，以及严重违反铁路运输安全管理规章制度的失信行为进行记录(keep a record of behaviors that may disturb railway transportation order and safety, have negative impact and seriously violate railway safety rules and regulations)，并按照规定推送全国和地方信用信息共享平台(publish on national and regional credit information sharing platforms)。有关部门和铁路运输企业应当依法对失信行为实施联合惩戒。

Reserve Ratio (RRR) 准备金率
The People's Bank of China decided on Sunday to cut the requirement reserve ratio (RRR) for RMB deposits by one percentage point starting from Oct 15.
中国人民银行7日决定，自10月15日起，下调人民币存款准备金率1个百分点。
中国人民银行有关负责人表示，此次降准的主要内容是，自10月15日起，下调大型商业银行、股份制商业银行(share-holding commercial bank)、城市商业银行(city commercial bank)、非县域农村商业银行(non-county rural commercial bank)、外资银行(foreign bank)人民币存款准备金率(requirement reserve ratio for RMB deposits)1个百分点。降准所释放的部分资金用于偿还10月15日到期(mature)的约4500亿元中期借贷便利(medium-term lending facility, MLF)，这部分MLF当日不再续做。除去此部分，降准还可再释放增量资金(incremental capital)约7500亿元。此前1月、4月、7月央行已经执行了三次降准(RRR cut)，此次是年内第四次降准，也是年内第二次通过降准置换MLF(use RRR cut to replace MLF operation)。
根据央行的公告，中国人民银行将继续实施稳健中性的货币政策(implement a prudent and neutral monetary policy)，不搞大水漫灌，注重定向调控，保持流动性合理充裕(refrain from using a deluge of stimulus and focus on targeted adjustment to maintain sound and sufficient liquidity)，引导货币信贷和社会融资(monetary credit and social financing)规模合理增长，为高质量发展和供给侧结构性改革(supply-side structural reform)营造适宜的货币金融环境。本次降准将弥补银行体系流动性缺口(fill in the liquidity gap of banks)，由于我国的货币政策并没有放松，不会对人民币形成贬值压力(put no downward pressure on the yuan)。

(Make An) Emergency Landing 紧急着陆
An astronaut from the US and another from Russia are safe after making an emergency landing in Kazakhstan on Thursday following the failure of a Russian booster rocket that was supposed to propel them toward the International Space Station.
11日，本应将一名美国宇航员和一名俄罗斯宇航员送往国际空间站的俄罗斯助推火箭出现故障，两名宇航员在哈萨克斯坦紧急着陆后生还。
11日，载有美俄两名宇航员的"联盟MS－10"飞船由"联盟－FG"型运载火箭(carrier rocket)从哈萨克斯坦境内的拜科努尔发射升空。起飞约119秒后，火箭第一级分离，位于火箭顶端的整流罩被抛下，但火箭第二级的发动机突然关闭，飞船"发射逃逸系统(launch escape system)"启动，自动令乘员舱与发生故障的火箭脱离(crew capsule separates from the malfunctioning rocket)，两名宇航员紧急着陆(emergency landing)后生还。
这两名航天员分别是来自俄罗斯的阿列克谢·奥夫奇宁和来自美国的尼克·黑格，他们原计划在国际空间站驻守半年。这是奥夫奇宁的第二次太空飞行，黑格则是首次前往国际空间站。乘员舱与火箭在距地约50公里的高度分离时，奥夫奇宁和黑格经历了短暂的失重(a brief period of weightlessness)，随后乘员舱沿陡峭轨道下坠，约半小时后伞降到杰兹卡兹甘市以东约19公里处，两人在此过程中承受了6-7倍的重力加速度(gravitational acceleration)。
据美国国家航空航天局(NASA)和俄罗斯联邦航天局(Roskosmos)的消息，目前两位航天员已经出舱，情况良好(in good condition)。他们将被送往位于俄罗斯星城的加加林宇航员训练中心(Gagarin Cosmonaut Training Center)。俄副总理鲍里索夫表示，在此次事故调查清楚前，俄罗斯将暂停所有载人航天发射(all Russian manned space launches will be suspended)。2011年NASA的航天飞机全线退役后，俄罗斯的"联盟号"飞船(Soyuz spacecraft)成为向国际空间站输送宇航员的唯一运输工具(the only vehicle for ferrying astronauts to the International Space Station)。

Digital Strip Searches 数字搜身
New Zealand launches "digital strip searches". Travelers who refuse to surrender passwords, codes, encryption keys and other information enabling access to electronic devices could be fined up to N$5,000 in New Zealand, according to new customs rules.
新西兰近日启动"数字搜身"。根据该国的海关新规，拒绝交出密码、代码、加密密钥等解锁电子设备所需信息的旅客或被罚款5000新西兰元。
在此之前，新西兰海关已经可以搜索旅客的数字设备(digital equipment)，但根据2018年《海关和消费税法》(Customs and Excise Act)的最新变化要求，旅客还必须交出个人科技设备的密码(access to personal technology equipment must be handed over as well)。拒绝交出密码或用指纹等生物数据解锁设备的旅客(those who refuse to give over their passwords or unlock their devices with biometric data such as fingerprints)将最多被罚款5000新西兰元。
除了罚款，海关官员还可以没收设备作进一步检查(confiscate devices for a further examination)，这意味着设备数据可能被复制、审查或评估(be copied, reviewed or evaluated)。新西兰海关此举引发了有关隐私侵犯(privacy encroachment)的广泛担忧。

Include The Penalty Information Into The Credit Record 处罚信息纳入信用档案
近日，北京市进一步加大控烟力度，今后违法吸烟行为将纳入信用档案联合惩戒。
Health authorities in Beijing will include illegal smoking behavior into citizens' credit record as part of the city's smoke-free Beijing campaign, reports the Beijing Youth Daily.
据《北京青年报》报道，作为"无烟北京"行动的部分举措，北京市卫生相关部门将把违法吸烟行为纳入市民的信用档案。
近日，北京市加大控烟力度，今后市卫计委除了对被查处的单位、个人进行曝光(publicly naming and shaming offenders)，每月还将全市(含16个区)处罚信息报给市工商局(Beijing Administration for Industry and Commerce)，由市工商局将处罚信息纳入信用档案(include the penalty information into the credit record)，实现信用信息共享，达到联合惩戒的目标。
此外，按照市政府的要求，对属于行政监察(administrative supervision)对象的单位或个人被查处的，还将作为涉嫌违反行政纪律(violate administrative discipline)问题线索，上报监察部门。信用记录差的北京市民在申请商业贷款时将面临重重困难(face difficulties in applying for commercial loans)。
根据北京市控制吸烟协会第八次发布的控烟报告，2018年8月1日至2018年9月30日两个月"无烟北京"微信公众号接到群众对违反《北京市控制吸烟条例》在公共场所违法吸烟的举报2265件(2,265 cases of smoking in the prohibited public places were reported)，比前两月(2102件)增加了163件。
同时，有关电子烟(electronic cigarettes)等新兴烟草的投诉不断。由于电子烟是新兴事物，北京的控烟条例中，还没有将其纳入执法范围，而有关电子烟的投诉举报在不断增加，目前尚属监管空白(regulatory void)。未来，北京市还将加强吸食电子烟危害(harm of smoking electronic cigarettes)及管理模式的研究，探索公共场所禁止使用电子烟的可行性，为电子烟的管理提供科学依据(provide a scientific basis to its control)。

Mediation And Litigation Center 诉调对接中心
10月8日下午，为中国国际进口博览会度身定做的“涉外商事审判法庭”——上海市青浦区人民法院西虹桥（进口博览会）人民法庭正式在国家会展中心（上海）揭牌成立。
The West Hongqiao (CIIE) Tribunal will fast-track court procedures and safeguard the rights and interests of parties involved, including organizers, exhibitors, purchasers, service providers and visitors from home and abroad.
上海最高人民法院表示，西虹桥（进口博览会）人民法庭将实行案件立审执快处机制，保障组织方、参展方、购买方、服务提供方以及国内外参观人员等参与各方的权益。
法庭总面积435平方米，按照“一庭两中心”格局建设，“一庭”即审判法庭（trial court），“两中心”即诉讼服务中心（litigation service center）和诉调对接中心（mediation and litigation center）。
法庭主要受理上海青浦法院管辖的四类案件，分别是涉进口博览会民商事案件、涉会展业的民商事案件、涉国家会展中心的民商事案件（civil and commercial cases involving the import expo, exhibitions and National Exhibition and Convention Center）、具有涉外性质的商事案件（foreign commercial cases）。
诉讼服务中心将为当事人提供包括立案（case registration）、诉讼（litigation）、诉前调解（pre-litigation mediation）、咨询（consultation）在内的“一站式”诉讼服务。
上海经贸商务调解中心（the Shanghai Commercial Mediation Center）和中国国际贸易促进委员会（China Council for the Promotion of International Trade，CCPIT）均在诉调对接中心设立了联合调解庭（joint mediation chamber），和法庭共同开展调解工作。此外，另有4家专业调解组织已派遣调解员入驻诉调对接中心，为海内外当事人提供专业化、国际化的调解服务。

Rail Transit Emergency Comprehensive Support Vehicle 轨道交通应急综合保障车
A train designed for firefighting made its first appearance in a drill in Chengdu, Sichuan province recently, the country's railway operator China Railway Corp's official WeChat account reported.
据中国铁路官方微信账号消息，近日，一列以消防灭火为目的设计的火车在四川成都进行演练时首次亮相。
据中国铁路官微称，这辆"消防火车"的全称是"轨道交通应急综合保障车(rail transit emergency comprehensive support vehicle)"，最高时速(maximum speed)可达120公里，铁路遇到火灾险情时可火速前往。
据介绍，轨道交通应急综合保障车的原型是一辆朴实无华的X4K型集装箱平车(container flat wagon)，经过加装改造后配备了多功能高压喷雾灭火装置(fire-extinguishing device)，1个消防集装箱(firefighting container)，2个罐式供水集装箱，集装箱总容积达48立方米，还有照明系统(lighting system)、标志灯具，警报器、接地装置(earthing device)、随车工具等。其灭火介质输送距离达485米，可满足16辆长编组动车组的消防距离要求。
中国铁路称，这种"消防火车"还可根据所遇险情"变身"进行各种应急抢险工作(emergency rescue)。例如，当出现铁路沿线或列车着火的情况，"消防火车"可变身铁路消防车，利用车上配备的专业灭火装置，扑灭线路或列车上的火灾。如果列车上缺水，它就变身应急供水车，为偏远地区提供水源(provide water to remote areas)。遇到桥隧污垢弄不干净的状况时，它还可变身特种清洗作业车，配装专用高压冲洗水枪，清洁桥梁、隧道 (clean bridges and tunnels)。

China's Best Employers 中国雇主百强
10月9日，北京大学社会调查研究中心和智联招聘联合发布“2018中国年度最佳雇主”百强榜单。
China's best employers pay more attention to improving their employee's work environment, training and development than most other companies, according to a report on China's 100 best employers released on Tuesday.
榜单评选报告显示，相较于多数企业，百强企业对于员工工作环境和培训发展更加重视。
本次评选以雇主形象（employer image）、雇主文化（enterprise culture）、薪酬福利（salaries and welfare）、工作环境（work environment）、组织管理（management system）和培训发展（training and development）为指标，由人力资源评审团、企业雇员、学术专家和媒体人进行综合投票打分决定。
According to the report, nearly 75 percent of surveyed employees were satisfied with the work environment provided by the 100 best employers. They also rated much higher on employer image, management system and salaries.
报告显示，参与调查的员工中有近75%对百强雇主企业的工作环境表示满意。这些企业在雇主形象、组织管理以及薪酬等方面的评分也更高。
今年的百强企业34%为外商独资（wholly foreign-owned enterprises）、75%位于一线城市、65%规模在万人以上，呈现出“强者恒强“的局面，但也在侧面反映出强者制胜的原因在于通过重视雇佣关系，对人才得以高效运营。

A sSpecial Version Of The Weibo Platform For Younger Users 针对未成年人的特别版本
Chinese netizens under the age of 14 will no longer be allowed to register a micro-blogging account on Sina Weibo, beginning next month, the service provider said on Tuesday.
新浪微博9日称，自下月起，微博将暂停对不满14周岁的国内网民开放注册功能。
根据新浪微博发布的公告，为进一步营造清朗、健康、文明、有序的平台环境(build a clean, healthy, civilized and organized online environment)，切实保护未成年人网络空间安全(protect the cybersecurity of youngsters)，按照有关法律法规(laws and regulations)规定，微博将调整未成年人注册和使用微博产品的规则。
同时，微博正在加紧开发针对未成年人的特别版本(develop a special version of the Weibo platform for younger users)，专门提供适宜未成年人浏览和参与的内容及活动，确保对未成年人的保护更加有效(ensure that minors are protected more effectively)。

Tax Payment In The Film And TV Industry 影视行业税收
China has decided to initiate a campaign to regulate tax payment in the film and TV industry and promote its healthy development, according to a notice from the State Administration of Taxation.
根据国家税务总局的一则通知，我国决定开展规范影视行业税收秩序工作，促进行业健康发展。
国家税务总局通知明确，从2018年10月10日起，各地税务机关(taxation authorities)通知本地区影视制作公司(film and television production companies)、经纪公司(talent agencies)、演艺公司(performing companies)、明星工作室(celebrities' studios)等影视行业企业和高收入影视从业人员，根据税收征管法及其实施细则相关规定，对2016年以来的申报纳税情况进行自查自纠(conduct self-inspection)。
根据国税总局通知，对在2018年12月31日前主动补缴税款(make remedial tax payments)的，免予行政处罚，不予罚款(be exempt from administrative punishment and penalties)。从2019年1月至2月底，税务机关根据纳税人自查自纠等情况，有针对性地督促提醒相关纳税人进一步自我纠正。对经提醒自我纠正的纳税人，可依法从轻、减轻行政处罚；对违法情节轻微的，可免予行政处罚(those who conduct self-correction after targeted reminder will be given a mitigated punishment or be exempt from administrative punishment)。从2019年3月至6月底，税务机关结合自查自纠、督促纠正等情况，对个别拒不纠正的影视行业企业及从业人员开展重点检查，并依法严肃处理(those who refuse to take action will be severely punished)。
此前，我国税务部门责令女演员范冰冰补缴超过8亿元的税款以及罚款(tax and fines)。根据国家税务总局以及江苏省税务局的调查，范冰冰因参与电影《大轰炸(Unbreakable Spirit)》拍摄取得片酬3000万元，但只有1000万元申报纳税，其余2000万元以拆分合同手段偷逃税款合计730万元。除此之外，范冰冰及其企业少缴税款2.48亿元。
