Deepening CICA Cooperation and Upholding Multilateralism

——王毅国务委员兼外长在亚信成员国外长视频特别会议的讲话

– Remarks by H.E. Wang Yi, State Councilor and Foreign Minister of the People’s Republic of China, at the CICA Special Ministerial Meeting via Video Conference

尊敬的各位同事：

Dear Colleagues,

很高兴出席此次亚信成员国外长视频特别会议。当前国际和地区形势复杂演变，亚信大家庭成员及时沟通、凝聚共识、共商合作、规划未来，十分必要，也十分重要。

It is my great pleasure to attend the CICA Special Ministerial Meeting via video conference. Given the complex changes taking place in our region and around the world, it is all the more necessary and important for us, members of the CICA family, to have timely communication, build consensus, map out cooperation and chart the course forward.

塔吉克斯坦2018年9月接任主席国以来，成功举办杜尚别峰会等重大活动，为亚信发展作出重要贡献。中方对此高度评价。同时，我们也衷心祝贺哈萨克斯坦接任主席国。中方将同各成员国一道，大力支持哈方积极推进亚信进程。相信在哈方主席国的全力投入和引领下，亚信这一重要的区域安全机制一定能更好地履行应尽职责，取得更大合作成果。

Since assuming the chairmanship in September 2018, Tajikistan has successfully held the Fifth Summit in Dushanbe and other activities, contributing greatly to CICA’s development. China commends Tajikistan’s excellent work, and extends warm congratulations to Kazakhstan for taking over the chairmanship. Together with other member states, China will support the new Chair in further advancing CICA’s development. We are confident that with the full commitment and able stewardship of Kazakhstan, this important regional security mechanism will do an even better job in fulfilling its due responsibilities and achieving greater progress in its cooperation.

各位同事，

Colleagues,

亚洲各国历史国情、社会制度、文化传统不尽相同，面临诸多热点问题和矛盾分歧。但我们之间有着更为广泛的共同理念和共同利益，使我们得以超越分歧和差异，不断加强团结，不断升华信任，不断拓展合作。

Countries in Asia may have different history, national realities, social systems, cultures and traditions, and are faced with multiple hotspot issues, disagreements and differences. Yet, the broader common visions and common interests have enabled us to rise above differences, enhance solidarity, build mutual trust and expand cooperation.

我们都秉持多元平等的文明观。作为亚洲古老文明的传承者，我们认为世界应是多元的，文明应是多样的，各国也应是平等的，没有一种文明可以凌驾于其他文明之上，更不应蓄意挑起文明冲突。各国应当超越意识形态和社会制度不同，相互尊重、相互欣赏、相互借鉴、相互成就。

We all believe in diversity and equality of civilizations. As descendants of ancient Asian civilizations, we see the world as diverse, civilizations as colorful, and all countries as equals. No civilization is superior to others, and no one should intentionally provoke clashes among civilizations. Countries should transcend differences in ideologies and social systems. We should all respect, appreciate and learn from each other, and help each other succeed.

我们都肩负发展振兴的历史使命。加快国家发展，改善人民生活，实现民族复兴，是亚洲各国的共同愿望。各国应相互支持探索符合本国国情的发展道路，加强治国理政经验的沟通交流，深化发展战略的对接协同，共同实现更高水平的发展。

We all shoulder historic responsibilities of rejuvenation and development. Faster development, better lives for the people and national rejuvenation are the shared aspiration of all countries in Asia. We need to support each other in exploring a development path suited to our national realities, share governance experience, and foster greater synergy in our development strategies to achieve high-quality development.

我们都主张和平解决争端。面对相互交织的传统与非传统挑战，谁都不可能独善其身，都应重视与邻国发展友好合作，追求与邻为善，与邻为伴。我们都反对动辄使用武力，反对强权干涉，主张发挥亚洲人的独特智慧，通过平等对话，寻找可持续的政治解决方案。

We all call for peaceful solutions to disputes. The interwoven traditional and non-traditional security threats means no country can stay safe all by itself. We should value amity and cooperation, and pursue good-neighborliness and partnership with our neighbors. We all stand against the willful use of force, power politics and interference. And we are all committed to exerting Asian wisdom to seek durable political solutions through equal dialogue.

我们都坚守多边主义价值。支持以联合国为核心的多边体系，遵守以《联合国宪章》宗旨和原则为基础的国际关系准则，认同联合国及其专门机构在国际事务中的重要作用，是亚信成员的最大共识。为此，我们主张积极开展各种区域及次区域多边合作，致力于促进国际体系的多极化和国际关系的民主化。

We all uphold the value of multilateralism. We support the UN-centered multilateral system, follow the basic norms governing international relations based on the purposes and principles of the UN Charter, and recognize the important roles of the UN and its specialized agencies in international affairs. This is an area of greatest consensus of all CICA members, and has guided our efforts in pursuing regional and sub-regional cooperation and working for a multi-polar world and democracy in international relations.

各位同事，作为亚洲地区覆盖范围最广、成员国最多、代表性最强的安全合作论坛，面对百年变局和全球疫情，亚信应承担起自己的历史使命，为推动建设一个互尊互信、安全稳定、发展繁荣、开放包容和合作创新的亚洲做出新的努力。哈萨克斯坦作为亚信的倡导国更是责无旁贷。在此，中方愿提出四点建议：

Colleagues,

CICA is Asia’s largest and most representative security forum with the greatest number of participants. Facing the once-in-a-century changes and a global pandemic, CICA should rise to the challenge, fulfill its historical mission, and make new efforts toward a secure, stable, prosperous, open and inclusive Asia featuring mutual respect, mutual trust, cooperation and innovation. Kazakhstan, as the initiator of CICA, has a special role to play. Here, I would like to propose four points.

一是坚持同舟共济，携手战胜疫情。抗击疫情仍是当务之急，我们要高举团结抗疫旗帜，坚定支持世界卫生组织发挥领导协调作用，反对将疫情政治化，抵制对特定国家污名化。中方愿继续为各国抗疫提供力所能及的支持，加强抗疫物资、防控经验、疫苗研发等方面合作，争取早日彻底战胜疫情。

First, we need to come together to defeat COVID-19. To suppress the novel coronavirus remains the immediate priority. We must strengthen solidarity, firmly support the WHO in playing its leading and coordinating role, and oppose politicizing the issue and stigmatizing specific countries. China will continue to support other countries’ anti-epidemic efforts as much as it can, through closer cooperation on supplies, experience sharing, and vaccine development, in order to defeat the virus at an early date.

二是促进战略信任，维护和平稳定。当前国际形势中紧张对立因素显著上升，我们必须高度警惕，坚决反对煽动和制造所谓“新冷战”。各国应加强沟通与对话，构建并巩固战略互信。我们要继续倡导和践行共同、综合、合作、可持续的新安全观，推动热点问题的政治解决，为促进地区与世界的和平稳定发挥应有作用。

Second, we need to promote strategic trust to maintain peace and stability. Given the significant rise in tensions and confrontation in the international situation, we must stay highly alert, and firmly oppose actions to instigate and engineer a so-called “new Cold War”. Countries should strengthen communication and dialogue to build up and consolidate strategic trust. We should continue to advocate and act on the new vision of common, comprehensive, cooperative and sustainable security, and facilitate political settlement of hotspot issues to play our due role in promoting peace and stability in our region and beyond.

三是倡导互利共赢，实现共同发展。我们要继续对接发展战略，发挥互补优势，高质量共建“一带一路”。当前要有序推进复工复产，建立更多人员往来“快捷通道”和货物出入境“绿色通道”，助力经济社会秩序重启。中国正在构建以国内大循环为主体、国内国际双循环相互促进的新发展格局，将推动中国经济更加开放、更有效率、更可持续。我们愿同亚洲国家分享发展机遇，实现共同发展。

Third, we need to pursue mutual benefit to achieve common development. We should continue to synergize development strategies, leverage our strong complementarities, and advance high-quality Belt and Road cooperation. One of the priorities for now is to reopen economies in an orderly way, open more “fast tracks” and “green lanes” to facilitate the flow of people and goods so as to bring business and life back to normal. China is shifting to a new development paradigm featuring “dual circulations”, with domestic circulation as the mainstay and domestic and international circulations reinforcing each other. This aims to make the Chinese economy even more open, efficient and sustainable. In this process, we are willing to share development opportunities with fellow Asian countries for common development.

四是秉持多边主义，捍卫公平正义。我们要以联合国成立75周年为契机，坚守多边主义理念，反对单边霸凌行径,维护联合国的权威和作用，维护国际法和国际关系准则，维护世界各国的正当发展权益，不断完善和加强全球治理体系，推动国际秩序朝着更加公正合理的方向发展。

Fourth, we need to uphold multilateralism to defend international equity and justice. The 75th anniversary of the UN is a significant occasion for us to renew our commitment to multilateralism and oppose unilateralism and bullying; to uphold the authority and role of the UN, defend the international law and norms governing international relations, and safeguard the legitimate development rights and interests of all countries; and to further improve and strengthen the global governance system, and promote a more equitable and reasonable international order.

各位同事，习近平主席在纪念联合国成立75周年峰会和联大一般性辩论上发表重要讲话，发出了坚定支持联合国、坚定支持多边体系的明确信号。中方将继续致力与亚洲各国携手合作，推动建设相互尊重、公平正义、合作共赢的新型国际关系，推动构建人类命运共同体，为促进亚洲和世界的和平发展事业作出应有的贡献。

Colleagues,

Speaking at the high-level meeting to commemorate the 75th anniversary of the UN and the General Debate of the 75th Session of the UN General Assembly, President Xi Jinping articulated China’s firm support for the UN and for the multilateral system. China will continue to work with fellow Asian countries for a new type of international relations featuring mutual respect, fairness, justice and win-win cooperation, and for a community with a shared future for mankind. Together, let’s make our due contribution to peace and development in Asia and beyond.

我们相信，在各方共同努力下，我们一定能够战胜困难与挑战，推动亚洲各国的协作与信任迈上新的台阶，使古老的亚洲大陆迎来更加辉煌和美好的未来！

We are confident that our concerted efforts will see us through the difficulties and challenges; we will bring the coordination and trust between Asian countries to a new level, and usher in an even brighter future for our ancient continent.
