女士们、先生们,大家下午好。欢迎出席国务院联防联控机制举办的新闻发布会。今天我们请来了商务部部长助理任鸿斌先生、外贸司司长李兴乾先生,请他们重点围绕增设跨境电商综试区、支持加工贸易发展和广交会网上举办等情况来介绍稳外贸的相关举措,并回答大家关心的问题。

首先,有请任鸿斌先生作介绍。

Ladies and gentlemen, good afternoon. Welcome to this press conference held by the Joint Prevention and Control Mechanism of the State Council. Today, we have invited Mr. Ren Hongbin, assistant minister of commerce, and Mr. Li Xingqian, director of the Department of Foreign Trade of the Ministry of Commerce. They will brief you on the measures to stabilize foreign trade, with focus on new integrated pilot zones for cross-border e-commerce, support for processing trade, and an online Canton Fair. They will also answer any questions you might have.

First, I will give the floor to Mr. Ren.

各位新闻媒体的朋友们大家下午好,首先我代表商务部非常感谢各位记者朋友一直以来对商务工作的支持和关心。党中央、国务院高度重视稳外贸工作,习近平总书记多次作出重要指示批示,强调要稳住外贸外资基本盘,稳定国际市场份额。今年以来,受新冠肺炎疫情影响,外贸发展面临多年来未有的严峻挑战。根据海关统计,1-2月份,以人民币计,我国进出口、出口和进口分别下降9.6%、15.9%和2.4%。

Friends from the media, good afternoon. First of all, on behalf of the Ministry of Commerce, I would like to express our gratitude for your long-term support and concern for our work. The Central Committee of the Communist Party of China (CPC) and the State Council have attached great importance to work of stabilizing foreign trade. General Secretary Xi Jinping has given important instructions regarding this issue. He emphasized the efforts to keep the fundamentals of foreign trade and investment stable and stabilize shares of the international market. Since the beginning of 2020, the COVID-19 outbreak has presented China's foreign trade with severe, unprecedented challenges. According to customs statistics, in RMB terms, China's foreign trade volume, exports and imports decreased by 9.6%, 15.9% and 2.4%, respectively, in the first two months of this year.

当前,国内疫情防控形势持续向好,外贸企业复工复产有序推进,但疫情在全球流行加速传播,对全球经济和贸易带来巨大冲击。从近期商务部对重点省市、各进出口商会和重点企业的摸底调研情况来看,外贸企业普遍面临在手订单取消或延期、新订单签约困难、物流运输不畅等诸多问题。

Currently, the epidemic's situation in China has continued to improve, and foreign trade companies are resuming work and production in an orderly manner. Nevertheless, the COVID-19 is still spreading rapidly across the world, and it has had a massive impact on the global economy and trade. Based on our recent research on major provinces, enterprises and relevant chambers in this sector, many foreign trade companies are facing problems. For example, previously-confirmed orders were cancelled or extended, there are difficulties regarding signing new orders, and inconvenient situations are arising regarding logistics and transportation.

面对严峻的外贸形势,国务院及时出台稳外贸政策措施。3月10日,国务院常务会议审议通过完善出口退税、增加外贸信贷投放和加大出口信用保险支持等举措。4月7日,国务院常务会议再次推出增设跨境电商综试区,支持加工贸易发展,举办网上广交会等一系列稳外贸的政策,打出政策“组合拳”,努力稳住外资外贸基本盘。

The State Council has issued timely measures to stabilize foreign trade. The State Council executive meeting on March 10 reviewed and adopted measures in this regard. This included improving export tax rebates, increasing export credit supplies and offering more export credit insurance services, among others. On April 7, the State Council executive meeting put forward a series of other measures, such as establishing new integrated pilot zones for cross-border e-commerce, supporting processing trade, organizing the online Canton Fair, and so on. A series of policies are expected to stabilize the basic trend of foreign trade.

下面,我分三个部分给大家介绍一下4月7日国常会出台的稳外贸政策举措。

Next, I'll introduce to you the policies and measures introduced by the State Council executive meeting on April 7 in three parts. 

第一,增设一批跨境电商综合试验区。跨境电商是互联网时代发展最为迅速的贸易方式,能够突破时空限制,减少中间环节,解决供需双方信息不对称的问题,为更多国家、更多企业、更多群体提供新的发展机遇,这也体现了贸易的包容性发展。自2015年起,国务院已分四批设立59个跨境电商综试区,商务部会同各部门和各地方,探索建立起以“六体系两平台”为核心的政策体系,面向全国复制推广了12方面36项成熟经验和创新做法,推动跨境电商规模持续快速增长。2019年,我国跨境电商零售进出口额达到了1862.1亿元人民币,是2015年的5倍,年均增速49.5%,综试区在外贸发展中的作用也日益凸显。

The first task is to establish new integrated pilot zones for cross-border e-commerce. As the fastest-growing trading method in the internet era, cross-border e-commerce is not restricted by space and time, and it can solve the mismatch of information between the supply and demand side by reducing intermediate steps. Cross-border e-commerce provides new opportunities for more countries, companies and groups, which reflects the inclusiveness of trading activities. Since 2015, the State Council has established 59 integrated pilot zones for cross-border e-commerce in four attempts. The Ministry of Commerce has been working with other government bodies and local governments to establish a policy mechanism with "six systems and two platforms" (including an information-sharing system, financial system, intelligent logistics system, e-commerce credit risk system, risk management system and statistical monitoring system; and the online "single window" platform and the offline "integrated park" platform) at its core. We have introduced 36 mature and innovation practices nationwide in 12 aspects in this field, so as to continuously promote the rapid development of cross-border e-commerce. In 2019, the trade volume of cross-border e-commerce retail reached 186.21 billion yuan, five times that of 2015, with an average annual growth rate of 49.5%. The integrated pilot zones for cross-border e-commerce are playing an increasingly important role in developing foreign trade.  

当前,传统外贸受到疫情严重的冲击,需要进一步发挥跨境电商独特的优势,开展在线营销,实现在线交易,保订单、保市场、保份额,以新业态新模式助力外贸攻坚克难。为此,商务部会同中央网信办等13个部门,深入研究评估,提出政策和工作建议。4月7日,国务院决定新设46个综试区,加上已经批准的59个,全国将有105个综试区,已经覆盖了30个省、市、自治区,形成了陆海内外联动,东西双向互济的发展格局。综试区将继续通过开展先行先试,并适用跨境电商零售出口税收、零售进口监管等政策措施。

The pandemic has impacted the traditional sectors of foreign trade. Thus, we need to further leverage the unique strength of cross-border e-commerce, carry out online marketing and transaction to ensure orders, market and market shares, so as to enable overall foreign trade to overcome obstacles with new business forms and models. Therefore, the Ministry of Commerce worked alongside13 departments, such as the Cyberspace Administration of China, to carry out studies and assessments and put forward policy and work suggestions. On April 7, the State Council decided to set up 46 integrated pilot zones for cross-border e-commerce. Along with the existing 59 zones, the total number reached 105 in China, covering 30 provinces, municipalities and autonomous regions. This formed a development landscape that links together inland and coastal areas as well as eastern and western regions. The integrated pilot zones will continue carrying out trials and apply policies and measures, such as cross-border e-commerce retail export taxation and retail import supervision.  

第二,支持加工贸易发展。加工贸易是我国对外贸易和开放型经济的重要组成部分,改革开放40年来,加工贸易实现了跨越式发展,为带动就业、助推贸易大国进程、促进产业结构升级等作出了重要贡献。近年来,国内外环境发生了深刻的变化,加工贸易规模和占比也有所下降,占外贸比重由1998年最高时的53.4%降至去年底的25.2%。同时,加工贸易转型升级和梯度转移工作也取得了积极成效,2019年中西部加工贸易占全国加工贸易比重,比2015年提高了7.8个百分点,达到了23.3%。当前加工贸易企业面临诸多困难,我们坚持问题导向,加强形势研判,会同有关部门从四个方面提出稳定当前加工贸易发展的政策举措:

Second, the meeting also decided to support processing trade. Processing trade is an important part of China's foreign trade and open economy. Since China carried out reform and opening-up more than 40 years ago, processing trade has experienced leapfrog development, making key contributions to job creation, building a trade powerhouse and upgrading the industrial structure. In recent years, the domestic and international environment has undergone profound changes, and the scale and proportion of processing trade have dwindled: it made up 25.2% of China's foreign trade at the end of last year, compared to 53.4% at the peak in 1998. Meanwhile, processing trade has also made upgrades and transfers. Processing trade in central and western China accounted for 23.3% of the nation's total, climbing 7.8 percentage points from the year 2015. Currently, companies engaged in processing trade are facing many difficulties. We upheld the problem-oriented principle, studied the current situation, and put forward the following policies and measures to stabilize processing trade in four aspects:  

一是降低企业内销成本。加工贸易保税料件或制成品进入国内市场销售时,按规定征收进口环节税,但暂免征收缓税利息至年底。

First, reduce the costs of processing trade companies' domestic sales. When bonded materials or finished products in processing trade are sold domestically, the import-related taxes will be imposed as usual, but the interests of the deferred tax will be temporarily waived till the end of the year.  

二是扩大内销选择性征税试点。将加工贸易企业内销选择按进口料件或按成品缴纳关税的试点,扩大到所有综合保税区,降低实际税赋。

Second, expand the pilot scope of domestic sales. The pilot program where processing trade companies may pay duty for their domestic sales as either imported materials or finished goods will be extended to all the integrated bonded zones, so as to reduce companies' actual taxes.   

三是优化加工贸易结构。加快修订鼓励外商投资产业目录,促进制造业高质量发展,提升中西部和东北地区承接产业转移的能力。

Third, optimize the structure of processing trade. We will accelerate the revision of categories of industries that encourage foreign investment, promote the high-quality development of the manufacturing industry, and raise the capability of China's central, western and northeastern regions that are undertaking industrial transfer.   

四是扩大商品准入范围。将部分符合产业发展政策、已不属于“两高一资”的产品,从加工贸易禁止类目录中剔除。

Fourth, enlarge the scope of goods access. We will shorten the list of prohibited goods in processing trade, moving some products out of the lists of prohibited goods that accord with China's industrial development policy and are not energy-intensive, highly-polluting and resource-intensive.

第三,首次举办网上广交会。中国进出口商品交易会,也就是我们俗称的广交会,自1957年创办以来,始终得到党中央、国务院的高度重视和亲切关怀,历经风雨,从未间断。经过60多年的不懈努力,广交会已成为我国历史最长、规模最大、商品最全、客商最多、成交效果最好的综合性国际贸易盛会,被誉为中国外贸的“晴雨表”和“风向标”。按惯例,每年的春季广交会于4月15日开幕。新冠疫情发生以来,商务部会同广东省人民政府一方面按计划做好第127届广交会的筹办工作,另一方面根据党中央、国务院决策部署,密切跟踪形势,深入研判影响,研究应对举措。为深入贯彻习近平总书记“把人民群众生命安全和身体健康放在第一位”的重要指示精神,落实“外防输入、内防反弹”的总体防控策略,统筹推进疫情防控和经济社会发展。4月7日,国务院常务会议研究决定,第127届广交会将于6月中下旬在网上举办。

Third, the meeting also decided to hold the Canton Fair online for the first time in its history. The Canton Fair, also known as the China Import and Export Fair, was first held back in 1957. Since its inception, it has received the attention and support of the CPC Central Committee and the State Council, and it has never before been cancelled despite the ups and downs in the past years. After more than six decades of unremitting efforts, the Canton Fair has become China's largest comprehensive international trade fair with the longest history, most commodities and customers and the best trading results. It is thus called the barometer and weathervane of China's foreign trade. The fair is normally held on April 15 every year. This year, due to the COVID-19 outbreak, the Ministry of Commerce and the Guangdong provincial government have been making preparations for the fair as planned; meanwhile, following the decisions and deployments made by the CPC Central Committee and the State Council, they have closely tracked the situation, studying the pandemic's impact and researching ways in which they can respond. The State Council's executive meeting on April 7 decided to hold the 127th Canton Fair online in mid-to-late June. This was done to carry out General Secretary Xi Jinping's guidance and prioritize people's safety and health, implement the overall anti-epidemic strategy of guarding against imported cases from abroad, prevent a resurgence of the outbreak at home and push forward epidemic control work along with socio-economic development.  

第127届广交会创新提出以网上办展替代实体展,既是应对疫情的务实举措,又是创新发展的一项重大举措。本届网上广交会将主要包括线上展示对接平台、跨境电商专区、直播营销服务三部分内容,继续发挥贸易展的优势。以B2B为主,兼顾部分B2C平台,打造10X24小时全天候线上外贸平台,为参展企业和采购商提供网上推介、供采对接、在线洽谈等服务,让中外客商足不出户下订单、做生意。我们也诚邀海内外企业和客商参加第127届广交会,体验中国历史最悠久的贸易盛会与互联网技术的创新融合,畅通贸易往来,携手应对疫情,发出有力的信号,共同为世界经济贸易稳定作出积极的贡献。

The 127th China Import and Export Fair (Canton Fair) is innovatively proposed to take place online in lieu of a physical exhibition. This is both a pragmatic response to the COVID-19 pandemic and a major initiative for innovative development. The fair will mainly feature an online matching platform - as well as a cross-border e-commerce zone and live-streaming marketing services - and will continue to play to its strengths. It will focus on B2B and take into account some B2C platforms to create anonline foreign trade platform that runs24 hours a day for 10 daysfor exhibitors and purchasers to provide online promotion, supply-purchase matching and online negotiations, allowing domestic and foreign businessmen to place orders and do business while staying home. We would also like to invite enterprises and businessmen at home and abroad to participate in the fair and experience the innovative integration of China's oldest trade event and internet technology. Let's keep the trade flow unimpeded and make unified responses to the pandemic to send a strong signal and jointly make positive contributions to the stability of the world's economy and trade.

下一步,我们将全面贯彻4月7日国务院常务会议精神,扎实推进相关工作,努力稳住外贸基本盘。

Next, we will fully implement the spirit of the State Council's Standing Committee meeting held on April 7 to make solid progress in relevant work and strive to stabilize the fundamentals of foreign trade.

一是继续按照发展中规范、规范中发展和鼓励创新包容审慎的原则,积极推进综试区建设建立评估考核机制,完善相关支持政策措施,促进跨境电商持续健康发展。

First, following the principles of regulating during development, developing while regulating, and encouraging innovation, inclusiveness and prudence, we will continue to boost the development of comprehensive test zones, establish an assessment mechanism, improve relevant supporting policies and measures, and facilitate the sustained and healthy development of cross-border e-commerce. 

二是会同各地方和有关部门,抓紧落实支持加工贸易相关政策举措,立足当下,谋划长远,不断促进沿海地区加工贸易转型升级,支持中西部和东北地区承接梯度转移,鼓励加工贸易企业开拓国内市场,推动加工贸易创新发展。

Second, we will cooperate with local governments and relevant departments to promptly implement policies and measures that support processing trade. We will focus on the present and plan on the future to accelerate the transformation and the upgrading of processing trade in coastal areas, support the Midwestern and northeastern areas to undertake gradient transfers, encourage processing trade enterprises to explore the domestic market, and promote the innovative development of processing trade.  

三是积极动员各方力量,优化办展模式,提升技术水平,完善配套服务,努力吸引更多国家、更多客商、更多平台参与,举办一届特殊时期具有特殊意义、特别举措、特别精彩的网上广交会。谢谢大家。

Third, we will actively motivate efforts of all parties to optimize exhibition, lift technical levels, and improve supporting services. We will strive to attract the participation of more countries, businessmen and platforms and hold an extraordinary online fair of special significance in this time as an initiative. Thank you.

谢谢你的提问。刚才我已经介绍了,2015年3月,党中央、国务院决定在杭州建立第一个跨境电商综试区,现在已经过去5年了。建设跨境电商综试区的目的主要是通过制度创新、管理创新和服务创新,探索建立一套适应跨境电商发展的政策框架。简单说,综试区是创新的高地,而不是政策的洼地。5年来,跨境电商综试区主要的发展方向还是以B2B为主,出口和B2B的模式占到综试区跨境电商交易额的70%,重点在技术标准、业务流程、监管模式和信息化建设等方面开展先行先试。从杭州综试区开始建立了“六体系两平台”,“六体系”主要是信息共享、金融服务、智能物流、电商诚信、统计监测和风险防控六大体系。“两平台”是线上综合服务平台和线下产业园区,这是“六体系两平台”,形成了12方面36项成熟的经验做法,已经面向全国复制推广。

Thanks for your questions. As I introduced just now, it has been five years since the first test zone was established in Hangzhou in light of the decision by the CPC Central Committee and the State Council in March 2015. The test zone was set up primarily for exploring and establishing a policy framework for the development of cross-border e-commerce through innovations in institutions, management and services. Simply put, the zone is a highland of innovation rather than a morass of policy. In the past five years, the main development of the comprehensive test zones still focuses on B2B, with exports and B2B modes accounting for 70% of the cross-border e-commerce transactions in the zones. The emphasis is put on implementation and experimentation in technical standards, business processes, supervision modes and information construction. Since the comprehensive test zone in Hangzhou began, a total of six systems and two platforms have been established. The six systems refer to information sharing, financial services, intelligent logistics, e-commerce integrity, statistics monitoring and risk prevention and control. The two platforms include the online comprehensive service platform and the offline industrial parks. This has produced 36 mature practices of experience in 12 aspects that have been replicated and promoted nationwide. 

为了促进跨境电商的发展,国务院出台了一系列政策措施支持企业发展,主要是三个方面:

To promote the development of cross-border e-commerce, the State Council has issued a series of policies and measures to support relevant enterprises, mainly in three aspects:  

一是税收方面,对综试区内电子商务出口企业未取得有效进货凭证的货物,按规定试行增值税、消费税免税政策,同时落实企业所得税的核定征收办法,按照4%的最低应税所得税率征收所得税,解决了行业担忧因进项发票缺失而导致税负过重的问题。

First, in terms of taxation, for e-commerce export enterprises in the comprehensive pilot zones, their goods that have not obtained valid purchase certificates will be exempted from value-added tax and consumption tax in accordance with the regulations. At the same time, we implement the measures to verify and collect corporate income tax at a minimum tax rate of 4%, addressing the industry's concern about the excessive tax burden due to the missing of purchase invoices.  

二是监管方面,对具备条件的综试区所在的城市,纳入跨境电商零售进口的试点范围,即可开展保税备货业务,对进口的商品按照个人自用物品监管,在交易限额内适用优惠税率。

Second, in terms of supervision, if conditions permit, cities where a comprehensive pilot zone is located will be included in the pilot scope of cross-border e-commerce retail imports, and the bonded stocking business can be carried out there. The imported goods will be supervised as items for personal use, and preferential tax rates are applied within the transaction limit.  

三是便利化方面,适用“简化归类和清单验放”,提高支付机构跨境外汇支付单笔交易限额,简化小微跨境电商货物贸易收支手续,优先增设国际邮件互换局等便利化措施。

Third, in terms of facilitation, convenient measures have been carried out, such as applying "simplified classification" and "checklist examination and release," increasing the single transaction limit for cross-border foreign exchange payments by payment institutions, simplifying the income and expenditure procedures for small and micro cross-border e-commerce enterprises' trade in goods, and preferentially adding international mail exchange stations.

5年来,跨境电商取得了积极的成效,主要呈现以下三个方面的特点:

In the past five years, cross-border e-commerce has achieved positive results, mainly demonstrating the following three characteristics:  

一是成为了贸易高质量发展的新引擎。民营企业成为出口的主力军,占比已上升至89.9%,同时线上的品牌建设也积极推进。现在跨境电商综试区企业的品牌已经超过3000多个。

First, it has become a new engine for the high-quality development of trade. Private enterprises have become the major force of exports, and their proportion of export has risen to 89.9%. At the same time, online brand building has also been actively promoted. At present, enterprises in the comprehensive cross-border e-commerce pilot zones have built up more than 3,000 brands. 

二是成为创新创业的新平台。各综试区通过创客小镇、众创空间等孵化基地平台,营造了双创的氛围。

Second, it has become a new platform for innovation and start-up entrepreneurship. The comprehensive pilot zones have created an innovation and start-up atmosphere through incubation base platforms. 

三是成为对外开放的新通道。海外仓快速发展,各综试区企业已建设海外仓超过1200个,服务范围覆盖全球。

Third, it has become a new channel for China's opening-up. Overseas warehouses have developed rapidly. Enterprises in various comprehensive pilot zones have built more than 1,200 overseas warehouses, with service covering the whole world.  

下一步,商务部会同相关部门主要做好以下五方面的工作:

Next, the Ministry of Commerce will work with relevant departments in the following five aspects:

一是推动传统企业触网上线。跨境电商通过智能推送、信息宣传等多种技术手段和商业模式,高效对接供需,快速培育自主品牌,带动优质产品出口,赋能传统外贸和生产企业。下一步,我们还要继续指导综试区建设跨境电商线下园区,实现产业集聚、主体集群、功能集成。

The first is to encourage traditional enterprises to utilize online means. Cross-border e-commerce businesses - through various technological means and business models, such as intelligent promotion and information publicity - will efficiently connect the supply with the demand, quickly cultivate their own brands, promote the export of high-quality products and empower traditional foreign trade and manufacturing enterprises. In the next step, we will continue to guide the comprehensive pilot zones in building cross-border e-commerce offline parks to achieve industrial agglomeration, main enterprise cluster and functional integration. 

二是充分发挥国际性平台的作用。目前境外的平台占据跨境电商主流市场,这部分国际平台知名度大、覆盖面广、市场占有率高,是我们企业出口的主要渠道。下一步,我们将继续支持各类外贸企业和生产企业与国际性的电商平台合作,实现共同的发展。

The second is to give full play to the role of international platforms. At present, overseas platforms occupy the mainstream market of cross-border e-commerce. These international platforms are well-known, have a wide coverage, and enjoy high market shares. They are the main channels for our enterprises to make exports. In the next step, we will continue to support various foreign trade enterprises and manufacturing enterprises in cooperating with international e-commerce platforms to achieve common development.  

三是支持跨境电商平台走出去。近年来,国内的电商平台开始通过投资并购、自建平台等方式拓展海外市场,已经在俄罗斯、东南亚、中东、非洲等新兴市场享有一定的知名度。下一步,我们将指导综试区完善公共服务,培育和发展自主跨境电商平台。

The third is to support domestic cross-border e-commerce platforms in going global. In recent years, domestic e-commerce platforms have begun to expand overseas markets through investments, mergers and acquisitions, and self-built platforms. They have enjoyed a certain reputation in emerging markets, including Russia, Southeast Asia, the Middle East, and Africa. In the next step, we will guide the comprehensive pilot zones to improve public services and cultivate and develop China's own cross-border e-commerce platforms.  

四是高质量推进海外仓建设。海外仓作为跨境电商重要的境外节点,是电商企业在境外实现本土化运作、配送、服务和市场拓展的重要依托。我们将鼓励企业完善海外仓配套服务,同时也将会给予一定支持。

The fourth is to promote the building of overseas warehouses with high-quality efforts. As an important overseas link for cross-border e-commerce, overseas warehouses are an important support for e-commerce companies to implement localized operations, distribution, services and market expansion in overseas territories. We will encourage enterprises to improve supporting services for overseas warehouses, and we will also provide certain support for them in this aspect.

谢谢提问。加工贸易是中国对外开放进程中形成的新型贸易业态,与一般的贸易方式相比,加工贸易有一个特点是“两头在外”,是开放型经济和国际产业合作的有效形式。我们生活中大量的工业品和消费品都是全球范围内加工贸易合作的产品,既关系民生,也联动就业。

Thank you for your questions. Processing trade is a new trade type that has taken shape in the process of China's opening-up. Compared with general modes of trade, its main feature is "putting both ends of the production operation on the world market," which is an effective form of opening economy and international industrial cooperation. In our daily lives, a mass of industrial and consumer goods are the products of global processing trade cooperation. This is related to people's livelihood and employment.  

当前,国际疫情严重冲击世界经济,不稳定、不确定因素显著增多,加工贸易受疫情的影响更为快速直接,面临需求端和供给端“双向挤压”。一方面,出口订单在减少。目前,我贸易伙伴几乎全部发生疫情,国际市场需求明显萎缩,主要经济体的生产大面积停摆,企业在手出口订单被延期或者被取消,新增订单同比下降。另一方面,全球供应链受阻,进口原材料、零配件存在困难。我加工贸易进口以中间品为主,占加工贸易进口额的80%以上,主要来自亚洲周边国家。受疫情大流行的影响,相关国家零配件的供应能力明显下降,影响到我国加工贸易增值再出口。

Nowadays, the world economy has been hit hard by the global pandemic, and factors of destabilization and uncertainty have increased significantly. Facing a "two-way squeeze" between demand and supply, processing trade is more quickly and directly affected by the outbreak. On the one hand, export orders are falling. For now, almost all of our trading partners are suffering from the epidemic, international market demand has obviously shrunk, production in major economies has been largely shut down, enterprises' export orders have been delayed or canceled, and new orders have decreased year-on-year. On the other hand, it is difficult to import raw materials and spare parts due to the disrupted global supply chain. China's processing trade imports are mainly intermediate inputs, accounting for more than 80% of the total, coming primarily from neighboring Asian countries. Because of the pandemic, the supply capacity of parts and components in relevant countries has decreased dramatically, which affects the value-added re-export of China's processing trade.  

为了支持加工贸易发展,4月7日国务院常务会议及时出台了四项重要举措:

To boost processing trade, the State Council executive meeting on April 7 issued four key measures in a timely manner:

一是暂停征收内销缓税利息,暂免征收至年底。加工贸易企业将保税进口料件或制成品内销时,除按规定缴纳进口环节税收外,还需要缴纳缓税利息,暂免今年4月至年底的加工贸易内销缓税利息,可以降低企业的内销成本,缓解企业的资金压力。

First, we will temporarily waive interests of the deferred tax for domestic sales until the end of 2020. If processing trade companies sell bonded materials or finished products on the domestic market, then in addition to regular import-related taxes, they also need to pay tax-deferred interests. The temporary exemption from April to the end of this year will reduce the costs of enterprises' domestic sales and ease their financial pressure. 

二是扩大内销选择性征税试点,范围扩大至所有的综合保税区。海关特殊监管区域内,加工贸易企业申请内销时,需按规定缴纳进口环节的增值税、消费税。进口关税可以选择按其进口料件或制成品来缴纳。利用该项政策,企业可以自主合理地降低税赋。目前,这项政策已经在全国40个海关特殊监管区域内实施,其中24个是综合保税区,试点扩大至全国113个综合保税区,更多的企业将从中受益。

Second, we will extend the pilot program of selective taxes on domestic sales to all the comprehensive bonded zones. In special areas under customs supervision, processing trade companies are required to pay import value-added tax and consumption tax when applying for domestic sales. They can choose to pay tariffs for imported materials or finished products. Taking advantage of the policy, enterprises can reduce their taxes autonomously and reasonably. Now the policy has been implemented in 40 special customs supervision zones nationwide, including 24 comprehensive bonded zones. More enterprises will benefit from the expansion of the pilot program to 113 comprehensive bonded zones across China.  

三是优化加工贸易结构,加快修订鼓励外商投资产业目录。外资企业是加工贸易的重要主体。目前,国家发展改革委和商务部已经启动目录修订工作,其中全国鼓励外商投资产业目录重点增加促进制造业高质量发展的相关条目,优化加工贸易的产业结构;中西部地区外商投资优势产业目录更加侧重提升中西部和东北地区承接产业转移的能力,优化加工贸易的区域结构。

Third, we will optimize the structure of processing trade and accelerate the revision of the Catalogue of Encouraged Foreign Investment Industries. Foreign investment enterprises play a vital role in processing trade. At present, the National Development and Reform Commission (NDRC) and the Ministry of Commerce (MOC) have already begun the revision work. In the nationwide version of the catalog, a major change will be the addition of related items about boosting the high-quality development of the manufacturing industry, in order to optimize the industrial structure of processing trade. For the version applicable to the central and western regions, the revision will focus more on enhancing the capacity of the central and western regions and the northeast region to undertake industrial transfers, as well as on improving the regional structure of processing trade.  

四是调减禁止类商品目录,将已不属于“两高一资”的产品从目录中剔除。现行禁止类商品目录主要包含石化、皮革、钢铁、有色金属、木浆等生产过程能耗、污染和监管风险较高的产品,共计1862个10位海关商品编码。我们将在符合环保监管要求的前提下,缩小加工贸易禁止类商品种类,支持企业开展加工贸易。

Fourth, we will shorten the list of prohibited goods in processing trade, and we will remove those no longer characterized as high-energy-consuming, high-polluting and resource-dependent products. Currently, the prohibited list includes products with relatively high energy consumption, pollution and regulatory risks in the production process, such as petrochemical, leather, steel, nonferrous metals and wood pulp with a total of 1,862 10-digit HS (Harmonized System) codes. On the premise of meeting the requirements of environmental regulation, we will narrow down the types of prohibited goods in processing trade and support enterprises in carrying out processing trade.  

当前和今后的一个时期,加工贸易仍是我国深度融入经济全球化、利用国内国际两个市场两种资源的重要贸易方式。中国拥有世界上最完备的制造产业体系,是加工贸易产业成长发展的沃土。下一步,我们将从三个层面持续发力,推进加工贸易高质量发展。

At present, and for some time in the future, processing trade is still an important way for our country to deeply integrate into economic globalization and utilize the resources of both domestic and international markets. On one hand, the MOC has taken a firm grip on virus control and prevention tasks; on the other hand, it has been dedicated to the resumption of work and production so as to implement the decisions and deployments set out by the CPC Central Committee and the State Council since the outbreak of the epidemic. Focusing on maintaining stability in six aspects, we will closely follow the nuances of the situation in an effort to lay a solid foundation for foreign trade and investments. All-out efforts are aided by relevant localities and authorities, while also working to contain the virus from spreading further.

During the current month, the State Council has deliberated multiple times in executive meetings on policies devised to maintain the stability of foreign trade, hoping to help enterprises surmount difficulties and stay optimistic about future opportunities during these times of crisis. As I mentioned, our major approach consists of making good and full use of import and export tax rebates and giving full play to exports credit insurances, which should be enabled to expand. In addition, the MOC will give priority to key enterprises with essential products supplied in the global industrial chain, stimulating paperless applications for import and export licenses and facilitating customs clearances while guiding localities at the provincial, city and county levels to make a list of local enterprises important to foreign trade amid the resumption of work. As you said, the greatest challenges facing our foreign trade enterprises have been the decline of orders, for example, there have been cancellations and suspensions of extant orders and difficulties procuring new orders, which are a result of the global pandemic. We will ensure that as many enterprises as possible can benefit from the policies made in our concerted efforts with relevant authorities and localities that either belong to our counterparts or subordinates. We will, on one hand, perform research nationwide on the exact situation of enterprises in terms of their contracted orders, including new orders, by guiding the use of the country's holistic commerce system; on the other hand, we will draw up targeted policies to address specific conundrums faced by every enterprise, especially those at core positions of the industrial chain. 

下一步,为了帮助企业在海外拿订单,稳住目前的订单,促进企业在新的市场开拓市场,拿到新订单,我们准备从以下几方面帮助企业:一是精准帮扶企业。对全国的40多万家外贸企业复工复产订单的情况进行摸查,特别是对龙头企业发展的情况,同时要格外照顾中小微外贸企业的困难。二是充分发挥线上作用。尽快研究搭建数字外贸服务平台,充分利用各种技术手段,通过举办各类网上展会,引导企业做好展前对接、线上推介、现场直播、远程洽谈,便利企业新接订单。三是促进外贸产品内销。引导外贸企业加大与国内大型电商平台合作,将优质外贸产品通过电商进行线上线下同步展示销售,培育新的品牌,更好地满足国内消费需求。加快国际标准与国内标准的对接,全面实施内外销产品“同线同标同质”工程,打通内外贸“堵点”,加速外贸产品进入国内市场。四是保障国际物流供应链稳定畅通。要及时有效对接国际物流供需信息,重点保障外贸产业链关键产品的生产和进出口,优化提高国际航空货运能力,提升中欧班列等货运通道的能力,全力承接海运、空运的转移货源。五是加强贸易促进等公共服务。及时更新发布国别贸易投资环境信息、对外投资合作国别指南等市场信息,支持地方、行业组织、贸促机构搭建公共服务平台,为企业提供法律和信息服务,帮助企业参加境内外贸易促进活动。六是加强国际经贸合作。我们愿意与国际社会加强疫情防控的国际合作,共同促进国际间产业链、供应链、物流链的畅通,降低关税,减少壁垒,携手为全球经济贸易稳定作出贡献。谢谢。

In our next phase, we will help enterprises to receive overseas orders. We will assist them to maintain the validity of their existing orders and blaze new trails to obtain new orders in markets. Our assistances can be introduced as follows: First, we will provide enterprises with targeted assistance. We will conduct a survey on more than 400,000 foreign trade enterprises, especially the leading enterprises across the country, learning from their actual situations during the resumption of work and production while also coming to understand problems faced by micro, small, and medium-sized businesses. Second, we will give full play to online operations. Our research on establishing a digital foreign trade platform is expected to be completed as soon as possible. Enterprises will be able to receive new orders through the full use of diversified technological approaches for online exhibitions, wherein companies under the guidance of MOC are tasked with making preparatory connections, online promotion, live webcasts and remote negotiations. Third, export products are encouraged to be sold in the domestic market. Foreign trade enterprises are advised to cooperate with major online commerce platforms to sell their products both online and offline to foster new brands and better meet domestic demand for consumption. The docking of standards between domestic and overseas markets should be expedited so that products can be sold from the same assembly line with the same criteria and the same qualities both in and out of the country. It can also smooth and accelerate the stocked products to be sold domestically. Fourth, we should ensure stable and smooth international logistic supply chains. While responding to the updates of international logistic supplies, we will center on safeguarding imports, exports and production of key products in the industrial chains involved in foreign trade. We will improve aviation and freight efficiencies, increase freight capacities between China and Europe and take full charge of transferred sources of commodities by air and by sea. Fifth, trade should be enhanced for the promotion of public services with guaranteed fairness. We will update information regarding trade and investment environments in different countries, regarding market information for guiding outbound investments and cooperation in different countries, regarding supporting localities, industrial guilds and trade promotion institutes to establish platforms for public services; legal and information services will be provided to help enterprises participate in trade promotional activities held both at home and abroad. Sixth, we will strengthen international economic and trade promotion. We are willing to consolidate the anti-virus cooperation with the international community, refine the international industrial supply and logistical chains in joint efforts and lower taxations and barriers so as to contribute to maintaining the stability of the global economy and trade with the rest world, hand in hand. 二是设立跨境电商专区。我们将举办主题为“同步广交会、环球享商机”的活动,通过建立交换链接,按照广交会制定的统一名称和形象,在统一时间开展线上经营活动,主要包括两个部分:一是设立跨境电商综试区专题,宣传各综试区工作,推介一批跨境电商品牌企业。二是择优遴选一批跨境电商平台,突出“企业对企业”的贸易展特色。主要是与B2B平台合作,同时兼顾部分B2C平台,鼓励平台组织符合品质标准的各类企业参与这次广交会,扩大受惠企业面。

谢谢你的提问。今年以来,受疫情的影响,外贸企业面临的形势异常严峻复杂。外贸企业不同于内贸企业,受到的困难来自于国内外,来自于短期和长期。现在主要的困难是订单减少,成本上升,国际物流不畅,产业链、供应链受阻等等。1-2月份,出口出现了两位数的下降,外贸面临着前所未有的严峻形势。

Thank you for your question. Since the beginning of this year, China's foreign trade enterprises have faced an extremely severe and complicated situation created by the pandemic. Different from domestic trade enterprises, foreign trade enterprises face challenges both in short and long term from home and abroad. Now, the main difficulties are reduced orders, rising costs, impeded international logistics, blocked industrial and supply chains, etc. From January to February, exports showed a double-digit decline, and foreign trade sector was facing an unprecedentedly severe situation.  

随着国内疫情防控形势持续向好,外贸企业复工复产有序推进。截至目前,全国超过76%的重点外贸企业产能恢复率已经超过70%,整体来讲,外贸企业生产都进入了正常轨道。但同时我们要看到,全球疫情呈现快速流行态势,疫情的不确定性成为外贸发展外部一个最大的不确定性。现在看,120多个国家已经采取了对人流、物流的限制措施,多国进入了紧急状态“封国封城”,对世界经济和贸易的自由流动带来了巨大的冲击。外贸更多的是靠外需市场,您刚才说到,昨天世贸组织报告已经显示,今年全球贸易有可能下降13%-32%,这也是多年来少有的下降幅度的预测。全球经济贸易下降呈叠加态势,对我们国家的外贸,特别是在外需方面,应该说是雪上加霜。

前段时间,我们外贸面临的形势是复工复产,是供给侧,而现在从供给端向需求端转化,国际外需不足,更多不确定因素明显增多,对外贸发展的挑战更多,不确定性也更多。根据我们对重点地方、重点行业、重点企业的摸底显示,当前外贸企业面临着在手订单取消很多,延期也不少,短单多、长单少,特别是海运、空运等国际物流也需要进一步畅通等诸多困难。

Some time ago, our foreign trade enterprises were concentrating their efforts on resuming production to ensure supply, but now they start to shift their focus from the supply side to the demand side. The insufficient external demand and increasing uncertain factors have brought more challenges and uncertainties to the development of China's foreign trade. According to our survey of key regions, industries and enterprises, currently foreign trade companies are facing many difficulties such as too many order cancellations and delays, more short-term orders and fewer long-term orders, as well as impeded international logistics, especially in terms of sea and air transportation, which needs to be further unblocked.

谢谢您的提问。党中央、国务院高度重视引导加工贸易向中西部地区梯度转移。今年以来,商务部会同相关地方和部门,支持中西部和东北地区承接加工贸易梯度转移,促进区域协调发展,取得了明显的进展和成效。2019年,在加工贸易进出口同比下降9.1%的情况下,我国中部地区同比增长3.2%,西部地区同比增长3.5%,四川、重庆、安徽、江西、陕西等中西部省份外贸均实现了增长,他们的增量主要来自加工贸易。

Thank you for your question. The CPC Central Committee and the State Council attach great importance to guiding the graduated transfer of the processing trade to the central and western regions. Since the beginning of this year, the Ministry of Commerce, together with relevant departments and local authorities, has supported these regions, as well as northeast, to undertake more of the processing trade in order to promote coordinated regional development. Significant progress has been made. In 2019, the overall import and export performance in the processing trade fell 9.1% year-on-year, while that in the central region increased by 3.2%, and the western region by 3.5%. Central and western provinces such as Sichuan, Anhui, Jiangxi, and Shaanxi, and Chongqing municipality all achieved growth in their foreign trade, with the increase mainly coming from processing trade. 

下一步,我们将多措并举,支持中西部地区和东北地区进一步承接转移,推动区域协调发展。一是用好载体。会同人力资源社会保障部、海关总署,加强44个梯度转移重点承接地和3个承接转移示范地的建设,发挥好这些基地的辐射带动作用,促进中西部地区和东北地区提升整体承接能力。二是平台对接。我们将发挥中国加工贸易产品博览会等平台功能,设立承接梯度转移专馆,举办定向的对接交流活动,支持中西部地区和东北地区开展承接环境推介,建立长效机制,促进东中西产业对接。三是要研究实施差异化政策。综合运用财政、土地、金融等政策,对中西部地区和东北地区给予一定的倾斜支持,提升承接加工贸易转移承接能力。谢谢。

大家都知道,中国政府近年来高度重视扩大进口的工作,对农产品和食品的进口也不断增多,不断满足人民群众日益增长的消费需求。近两年来,根据海关的统计,中国农产品进口贸易额在1300亿到1500亿左右,出口额在750亿到800亿左右,进出口加在一起是2100亿到2300亿左右。进口的产品主要是大豆、肉类和乳制品,这三类产品占到了农产品进口的45%,今年1-2月份,农产品的进口保持稳定增长,进口额达到了234.5亿美元,同比增长5.1%。其中大豆进口增长14.2%,肉类进口增长了1.2倍,乳制品进口基本持平。总体看,全球粮食、大豆、植物油、肉类、食糖、棉花等大宗农产品供求是平衡的,库存也较为充裕。从粮食的角度看,我国三大主粮自给率高,储备、库存充裕,我国粮食进口只占我们国内消费量的2%左右,进口农产品和食品主要是为了调剂品种。刚才提到了在疫情形势之下,有些国家限制了粮食的出口,综合分析来看,对我们国家的影响不大。比如植物油,目前全球的植物油供需总体平衡,受新冠疫情的影响,国内的食用油需求有所下降,我国食用油的库存也非常充足,基本能够满足国内消费的需要。

In recent years, the Chinese government has attached great importance to the expansion of imports, and the inward flow of agricultural products and foods have increased continuously to meet growing consumer demand. In the past two years, according to statistics of the Chinese Customs, the import volume of agricultural products was valued at 130 billion to 150 billion yuan, while the export volume reached 75 billion to 80 billion yuan, making a total trade of between 210 billion to 230 billion yuan. The main imported products are soybeans, meat and dairy products, which account for 45% of all incoming agricultural products. From January to February this year, imports of agricultural products maintained steady growth, with the volume reaching 23.45 billion yuan, an increase of 5.1% year-on-year. The import of soybean increased by 14.2%, meat by 120%, and dairy products imports maintained the same level with the previous year. Overall, the supply and demand of bulk agricultural products such as grain, soybean, vegetable oil, meat, sugar, cotton, etc. are balanced and stocks are relatively abundant. Our three major staple food grains achieved self-sufficiency with full stocks. The imported grains only account for about 2% of our domestic consumption. The main reason of importing agricultural products and food is to diversify varieties. We just mentioned that due to the pandemic, some countries have restricted the export of grain. Comprehensively speaking, it will exert little effect on our country. Take the example of vegetable oil, the current supply and demand of it across the world are balanced. Affected by COVID-19, domestic demand of the vegetable oil has declined and our stocks are also very sufficient, which can basically meet the needs of domestic consumption. 

近两年来,受非洲猪瘟疫情的影响,国内猪肉供需存在缺口。商务部会同有关部门积极推进进口来源的多元化,肉类进口实现了较大幅度增长。去年我国肉类进口总量达到了482万吨,同比增长58%,其中猪肉进口近200万吨,同比增长67%。应该说,猪肉的进口对稳定国内市场、满足人民消费提供了有力的支撑。

In the past two years, as a result of an epidemic of African swine fever, there has been a gap in domestic pork supply and demand. The Ministry of Commerce, together with relevant departments, actively diversified import sources, so that meat imports achieved a substantial increase. Last year, China's total meat imports reached 4.82 million tons, an increase of 58% year-on-year, of which the volume of pork imports were nearly 2 million tons, an increase of 67% year-on-year. It is clear that the import of pork contributes to the stabilization of the domestic market and satisfies the consumption needs of the people.

当前,国际市场农产品供应相对平稳,但新冠肺炎疫情对农产品国际物流畅通带来一定影响。商务部将密切关注国际农产品供求趋势和全球疫情走势,加强国际抗疫合作,畅通国际物流链条,加大农产品贸易的促进,多措并举,促进农产品进口的多元化,稳定市场供应,发挥进口农产品对国内市场保供稳价的重要作用。谢谢。

At present, the supply of agricultural products in the international market is relatively stable, but the pandemic certainly has influenced the international logistics related to agricultural products to some degree. In recent times, the COVID-19 pandemic shows a trend of rapidly spreading around the globe, and more than 200 countries and regions have confirmed cases now. The pandemic has had an impact on global economic growth and market demand, so the International Monetary Fund, as well as other international organizations, has lowered this year's growth estimate for the global economy. The World Trade Organization expected that there will be sharp falls in global trade this year, and China's foreign trade will be inevitably affected and face obviously increasing uncertainties and destabilizing factors.   

疫情正在全球大流行,需要世界各国共同应对,全面深化国际合作。中国政府在加大国际抗疫合作的同时,将继续密切与各个经贸伙伴开展务实合作,支持企业开拓国际市场。

What started as an epidemic is spreading across the globe, and countries need to work together and deepen all-around international cooperation. While expanding the international cooperation in fighting COVID-19, China's government will continue developing close and practical cooperation with its economic and trading partners and support enterprises' expanding international market. 

一是加快自贸区建设,营造良好的国际环境。积极推动《区域全面经济伙伴关系协定》(RCEP)早日签署,与更多国家商签高标准自贸协定。

First, the building of free trade zones will be sped up, and a good international environment will be created. The early signing of the Regional Comprehensive Economic Partnership (RCEP) will be actively pushed forward, and the high-standard free trade agreement will be actively promoted to sign with more countries.  

二是完善合作机制,畅通贸易渠道。坚持“一国一策”,大力拓展外贸多元化。积极推动与更多国家商建贸易畅通工作组,实现各贸易伙伴之间快速响应、信息对接,解决双边贸易中存在的突出问题。

Second, cooperative mechanisms will be improved and trading channels smoothed. We will stick to the principle of "one country, one policy" and energetically expand foreign trade diversification. Working groups will be actively and jointly set up with more countries for the smooth flow of trade and to realize the rapid response, of information exchange and the tackling of outstanding issues among various trading partners.  

三是更大力度培育贸易新业态新模式。发挥跨境电商、市场采购等优势,支持企业在相关国家和地区建立一批高质量海外仓,鼓励企业建立和完善国际营销网络。

Third, efforts will be intensified to develop new models and new forms of trade. While making full use of favorable factors, such as cross-border e-commerce and market procurement, enterprises will be supported to set up a batch of high-quality overseas warehouses in relevant countries and will be encouraged to set up and improve the international marketing network. 

四是加强与贸易伙伴沟通协调。要推动各国加强合作,及时沟通疫情的情况和有关措施,解除不必要的管制,推动全球产业链、供应链顺畅运转。谢谢。
