事实上，互联网企业反垄断的情况并不仅限于国内，西方国家“反垄断”甚至出现的更早。

我在经济学人、金融时报、路透社等网站上看到了很多相关报道，对这个话题进行了梳理，今天公众号“高斋外刊双语精读”就分享大家看看。

监管部门对阿里巴巴展开反垄断调查

金融时报原文：China’s market regulator on Thursday announced an antitrust investigation into Alibaba, the country’s biggest tech company, a month after authorities halted sister company Ant’s $37bn initial public offering.

高斋参考译文：12月24日，中国市场监管机构宣布对中国最大的科技企业阿里巴巴展开反垄断调查。一个月前，中国政府叫停了其关联公司蚂蚁集团(Ant)370亿美元的首次公开募股。

1. 句子结构分析：这句主干是China’s market regulator announced an antitrust investigation into Alibaba；the country’s biggest tech company是Alibaba的同位语；a month after ...是时间状语。

2. market regulator：市场监管机构。regulator在这里表示监管机构，比如“政府监管机构”可以说government regulators。

3. 同义表达：antitrust [ˌæntiˈtrʌst]：adj. (of laws 法律)反托拉斯的；反垄断的。

an antitrust investigation into当作固定表达来记，意思是“对……的反垄断调查”。Antitrust也可以说antimonopoly。

“对……进行调查”还可以用look into，金融时报上有使用这个表达：

But antitrust regulators have already begun to look this year into how the company's core search ranking system works.

然而，反垄断监管机构今年已着手对谷歌核心的搜索排名机制的运作方式展开调查。

如果是对sb./机构展开某方面的调查，可以说open/start/launch an investigation/probe into sb./org over sth，注意介词搭配。如msn报道：

China has officially started an investigation into Alibaba Group Holding over alleged monopolistic practices.

如路透社报道：

China has launched an antitrust investigation into Alibaba Group, regulators said on Thursday, in the latest blow for Jack Ma’s e-commerce and fintech empire.

blow这个词见过很多次了，它表示打击/冲击，“对……来说是个沉重打击”既可以跟for，也可以是blow to；还可以替换为setback for。

e-commerce and fintech empire指电子商务及金融科技帝国。其中“fintech 金融科技”这个词在2019年11月CATTI二笔英译汉中就曾经考过，原句是：

There is no quick fix, but we know that Fintech can play a catalyzing role.

这一问题没有快速解决之道，但我们知道金融科技能发挥催化剂作用。

“展开反垄断调查”还可以说launch an antitrust probe into，其中launch a probe into表示“对……展开调查”。路透社上还有一句意思相近的表达，它是这么说的：

The announcement came only days after the country’s antitrust authorities said they had launched a probe into Ma’s e-commerce conglomerate Alibaba Group Holding Ltd.

其中，antitrust authorities和antitrust regulators也是同义表达。

从这句话中我们可以总结出这么一个写作句型，sth came only days after ...其中after后面往往跟句子，如下图经济学人所示：

4. 翻译思维：after的翻译思维大家注意下，我们要考虑连贯，不一定翻译为“在……后”，有时候会翻译为“……前”。

5. the country’s biggest tech company可以替换为the country’s tech giant。

6. 专业术语：initial public offering简称ipo，指“首次公开募股”，指一家企业第一次将它的股份向公众出售，通俗来说就是上市。

7. 同义表达：halt可以作名词，表示停滞，如its economy has come to a halt经济停滞不前。come to a halt也可以用flatline。

Halt作动词，表示“使停止，使终止”，H&M越级碰瓷，新疆棉花不吃这套！| 外媒报道中见过，复习下：

H&M had halted cotton sourcing from the region.

H&M已停止从该地区的种植者那里购买棉花。

今天halted sister company Ant’s $37bn initial public offering中halt可以替换为suspend，如果是名词就是suspension of ...来看相关平行文本：

蚂蚁集团目前经营中存在的主要问题

市场监管总局对阿里“二选一”等涉嫌垄断行为立案调查，那么何为“二选一”呢？一起来看金融时报上的报道：

原文：The market regulator said it was investigating suspected monopolistic practices, including Alibaba’s tactic of forcing merchants to sell exclusively on its platform, a practice known as “pick one of two” in China, among other issues.

高斋参考译文：中国市场监管机构表示正对阿里巴巴一系列涉嫌垄断行为展开调查，包括强迫商家只能在其平台销售产品的策略（这种做法在中国被称作“二选一”）等问题。

1. 句子结构分析：这句主干是The market regulator said；it was investigating suspected monopolistic practices ...是said的宾语从句；including ...是suspected monopolistic practices的举例；a practice就是指“forcing merchants to sell exclusively on its platform”；注意，原句including ..., among other issues是连在一起的。

2. 同义表达：suspected monopolistic[məˌnɑːpəˈlɪstɪk] practices表示“涉嫌垄断行为”，也可以说alleged monopolistic practices。practices复数和后面的a practice都表示“行为；做法”。

3. tactic of表示……的战术/策略，后面常跟sth或doing sth，如“降息的老办法”可以说the old tactic of cutting interest rates。

4. exclusively意思是“排他地；独占地；专有地；只；仅仅”，2018年英语四级真题中也考到了这个词，原句是：

但这一问题并不仅仅局限在发展中国家。

5. 固定表达：(including) sth., among other ...是一起的，其中, among other...表示“……等”，如纽约时报双语：“流浪作家”三毛，撒哈拉、爱情和死亡中就有：

6. Alibaba’s tactic of forcing merchants to sell exclusively on its platform, a practice known as “pick one of two” in China这整个都是在介绍“二选一”行为。

首先，a practice就是指“forcing merchants to sell exclusively on its platform”，这种句型很常见，如下面例句中a practice指increasing the money supply，金融时报例句：

This is possible only by increasing the money supply, a practice that sooner or later must blow up.

只有通过增加货币供应才有可能做到这一点，而这种做法迟早会撑不住。

其次，“二选一”指的是强迫商家站队，只能在阿里巴巴平台销售产品，也就是如果入驻了天猫，就不能入驻京东等平台。比如金融时报上的报道：

Some online sellers have said for instance that Alibaba unfairly forces them to sell exclusively on its platform, in a tactic known in China as erxuanyi, or “pick one of two”.

路透社将“二选一”行为翻译为the so-called “choosing one from two” practice/tactic，原句是：

Regulators have warned Alibaba about the so-called “choosing one from two” practice under which merchants are required to sign exclusive cooperation pacts preventing them from offering products on rival platforms.

merchants are required to sign exclusive cooperation pacts preventing them from offering products on rival platforms和forcing merchants to sell exclusively on its platform表达差不多意思，其中pacts表示条约，协议。

我们再看看蚂蚁集团目前经营中存在的主要问题。

中国人民银行副行长潘功胜就约谈情况回答记者提问时指出了蚂蚁集团目前经营中存在的主要问题：

公司治理机制不健全；法律意识淡漠，藐视监管合规要求，存在违规监管套利行为；利用市场优势地位排斥同业经营者；损害消费者合法权益等。

来看路透社报道：

During the meeting, regulators pointed out Ant’s issues including its poor corporate governance, defiance of regulatory demands, illegal regulatory arbitrage, the use of its market advantage to squeeze out competitors, and harming consumers’ legal interests, according to Pan.

1. defiance[dɪˈfaɪəns] of：意思是“违抗；蔑视；挑战；无视”，如“无视国际法”可以说defiance of international law。还有一个固定表达in defiance of，表示“无视，不顾(规定、法律等)”，如下图经济学学人所示：

2. 专业术语：regulatory arbitrage[ˈɑːrbɪtrɑːʒ]是一个金融术语，表示“监管套利”。对于“监管套利”。

3. 固定表达：squeeze out是固定表达，表示“把……排挤出去；将……排除在外”，举个例子：

我们认为我们正被挤出欧洲能源市场。

“被挤出市场”就可以用squeeze out表示，整句话可以说：

We think we are being squeezed out of the European energy market.

Squeeze还有个常见的短语squeeze through，表示“勉强通过；挤过；通过”，如词典例句：

他好不容易才挤到台前。

还比如经济学人在提到苏伊士运河堵塞时就用到过这个短语：

欧美国家的互联网企业反垄断

对阿里巴巴实施涉嫌垄断行为立案调查，是互联网领域加强反垄断监管的一项重要举措，如金融时报所说：

It called the investigation “an important measure for our country to strengthen antitrust supervision of the internet sector”.

strengthen antitrust supervision of the internet sector意思就是“互联网领域加强反垄断监管”，antitrust supervision即“反垄断监管”。

事实上，互联网企业反垄断的情况并不仅限于国内，西方国家“反垄断”甚至出现的更早，一起来看经济学人上的这段描述：

原文：Five years ago antitrust was a backwater. In America complacent trustbusters had failed to spot the rise of big tech firms. In America the federal government has just launched antitrust cases against Google and Facebook.

高斋参考译文：五年前，反垄断领域还是一潭死水。在美国，自满的反垄断者此前并未注意到大型科技公司的崛起。美国联邦政府刚刚对谷歌和Facebook发起了反垄断诉讼案。

1. backwater意思是“一潭死水”，这个词往往用来比喻死气沉沉、停滞不前的沉闷局面，举个例子：

我是一家大型传媒公司的部门主管，而这个部门犹如一潭死水。

“犹如一潭死水”就可以说be something of a backwater，因此这句话可以写为：

I work for a big media company as head of a department that is something of a backwater.

2. complacent [kəmˈpleɪsnt]：adj. 自满的；沾沾自喜的；自鸣得意的。例如：We must not become complacent about progress. 我们决不能因进步变得自满。

3. trustbusters：反托拉斯者；反垄断者。

-buster这个后缀与名词连用，构成新的名词，表示“违反……法律的人，打击……犯罪的人，解决……问题的人”。

再举个例子“gangbusters”。gang本意是帮派，一帮/一伙(罪犯)，加上-buster后就表示取缔流氓组织的执法人员，侦缉犯罪团伙的警官，侦破犯罪团伙者。

4. 固定表达：fail to do表示“未能做某事”，这个见过很多次了。比如经济学人精读 | 高考顶替案，可能“只是冰山一角”？中这句：

Though she had attained a respectable score, she had failed to secure a place.

当时她虽然高考分数还不错，但最终没被录取。

5. spot在这里是动词，表示“发现；注意到”，比如“发现机会”可以说spot an opportunity。

6. 固定表达：launched antitrust cases against当作固定表达来记，意思是“对……发起反垄断诉讼案”，注意介词搭配against。其中cases在这里表示案子，案件。

反垄断的根本目的

根本而言，反垄断的目的在于促进市场主体公平竞争，我们看看investopedia和经济学人上的内容：

The goal should be to catalyse competition by limiting the market power of any particular firm. Antitrust laws are designed to protect and promote healthy competition within all sectors of the economy. Healthy competition among sellers gives consumers lower prices, higher-quality products and services, more choices, and greater innovation.

反垄断的目标应该是通过限制任何特定公司的市场力量来促进竞争。反垄断法旨在保护和促进经济各部门的健康竞争。销售商之间的良性竞争会给消费者带来更低的价格、更高质量的产品和服务、更多的选择和更大的创新。

1. catalyse [ˈkætəlaɪz]表示“激发；促成；促进；引发”，catalyse competition就相当于promote/encourage/unlock competition之意。

名词是catalyst，表示刺激因素。

2. Innovation表示创新的时候是不可数名词，如“创新合作”innovation cooperation；表示创新成果的时候是可数名词。如2019年6月二笔实务真题英译汉中这句：
